Leading Senate liberal Harkin of Iowa to retire

DES MOINES (Reuters) - Senator Tom Harkin, a veteran Iowa Democrat and one of the most liberal senators, said on Saturday he will not seek re-election in 2014, putting at risk what was considered a safe Democratic seat.

Harkin, 73, who has focused much of his nearly 40-year congressional career on farm policy, education and expanding rights for people with disabilities, is the third senator facing re-election next year who has announced his retirement, following Democrat Jay Rockefeller of West Virginia and Republican Saxby Chambliss of Georgia.

"It's somebody else's turn. It's time for me to step aside ... . I think that's not only good for our party, it's good for our state and for our nation," Harkin said in an interview with Reuters.

He said he had no health problems but had promised his wife that he would quit before it was too late to enjoy other things in life.

Iowa, site of the country's first presidential nominating contest, is considered a political swing state. Republican Charles Grassley is Iowa's other U.S. senator.

In remarks to the Iowa Democratic Party central committee after his announcement, Harkin said he would stay politically active.

"I'm not quitting today. This is not a time for legacy talks or anything like this," said Harkin, who has served in Congress since 1974.

Several committee members had tears running down their cheeks as he spoke.

President Barack Obama, a fellow Democrat, praised Harkin for his decades of public service.

"During his tenure, he has fought passionately to improve quality of life for Americans with disabilities and their families, to reform our education system and ensure that every American has access to affordable health care," Obama said in a statement.

Senate Majority Leader Harry Reid, a Nevada Democrat, in a statement described Harkin as "a passionate progressive, whose deeply held principles have provided a guiding light to Democrats for decades."

SEARCH IS ON

Party officials said Harkin's announcement, coming early in the current two-year election cycle, provides ample time to recruit a strong Democratic candidate.

Among Democrats, U.S. Representative Bruce Braley is widely seen as a front-runner. U.S. Agriculture Secretary Tom Vilsack, a former Iowa governor, and his wife, Christine Vilsack, who ran unsuccessfully for Congress last year, are also viewed as potential candidates.

Among Republicans, U.S. Representatives Tom Latham, a moderate, and Steve King, a conservative, are mentioned as possible candidates, which could produce a divisive Republican primary.

Obama won Iowa in the November election. But the state has a Republican governor, and a divided legislature and congressional delegation.

Harkin's retirement "just reinforces our belief that a grassroots Republican comeback can take place in 2014. Let's have it start in Iowa," Iowa Republican Party Chairman A.J. Spiker said in an email appeal to state Republicans.

The party needs to pick up six seats in the mid-term elections next year to get a majority in the 100-member Senate.

One of the last of the Senate's old-guard liberals, Harkin angrily opposed the White House over the recent fiscal cliff compromise that Vice President Joe Biden negotiated with Senate Republican leader Mitch McConnell of Kentucky.

Harkin said the deal that raised taxes only on the very rich helps the wealthy at the expense of the middle class.

First elected to the House of Representatives in 1974 and to the Senate in 1984, Harkin said someone younger needs to take his place.

"I've been there 40 years. I'm 73. By the time I run (for re-election), I'd be 75," he said.

Libya's silence on oil deals a setback for transparency

LONDON/TRIPOLI (Reuters) - Libya will not reveal the details of its oil sales this year, National Oil Corporation (NOC) officials told Reuters this week, stepping back from pledges to deliver greater transparency after the corruption of the pre-revolutionary regime.

Oil producers commonly keep the details of crude deals secret, yet Libyan officials promised to publish the details of deals after over 40 years of secrecy under deposed leader Muammar Gaddafi.

The state firm revealed who would buy Libya's oil in 2012 and began releasing information on prices and volumes of oil shipments on its website, but this lasted for just two months in late 2011.

NOC Chairman Nuri Berruien said any secrecy clauses were introduced at the request of clients, not the NOC.

Most of last year's buyers will continue to purchase Libyan oil, he said, listing oil majors Exxon, Total, BP and Eni as examples.

Only one or two have been removed from the buyers list for what he termed "bad performance", which had caused the state company some operational issues.

NOC will resume publishing details on its yearly activities, he said.

"I have asked them (marketing department) to put all of the activities undertaken last year on the website, like an annual report. I am surprised it is taking this long, but it will be there," Berruien said.

Plans to address past corruption have also halted, however. A committee set up by the National Transitional Council (NTC)in late 2011 to probe Gaddafi-era oil deals has made little progress due to the slow handover of documentation, according to one of its members.

The committee was dissolved, along with the transitional authorities, after July elections for the General National Congress. No task force has yet been formed in its place to investigate Gaddafi-era oil deals.

Progress on energy sector transparency has stalled, according to Tim Bittiger, a director at the Extractive Industries Transparency Initiative, an NGO that seeks to promote transparency in oil and mining.

"Indications at the moment are not that great. Partners have suggested we wait until there is a new government in place before renewing talks", he said.

The Libyan congress now has its own 15-member energy committee, headed by Suleiman Ghjum, which plays a supervisory role. It makes recommendations across a range of fields and has plans to investigate corruption.

"We should look at all the contracts that look suspicious," a member of the GNC energy committee told Reuters last month.

He said he wanted to meet with members of the now dissolved NTC committee to talk about their work.

OIL BUYERS

Details on the identities of Libya's oil buyers this year have emerged through a survey of traders who were customers last year. Many are reluctant to disclose the volumes they have been allocated, or they say that details are still being finalized.

Last year, the NOC provided a breakdown on allocations, revealing that trading houses had won around 9 percent of Libya's full pre-war exports of 1.3 million barrels per day.

This was a break from a policy of restricting sales to refiners, although some refiners such as Italy's Saras remained the biggest customers.

"All the allocations have been awarded, but we have restrictions, because some clients didn't like being named last year," the NOC source said, adding that confidentiality clauses had been written into the contracts.

A survey of oil traders revealed that Italian refiners Eni and Saras would receive volumes similar to last year's levels, while Spain's Repsol would take the same or slightly more.

China's Unipec, which was allocated a "good share" last year according to the NOC at the time, was expected to increase its take to 6-7 shipments per month, equivalent to just over 100,000 barrels of oil per day (bpd).

Details on allocations to trading houses have yet to emerge. An industry source said, however, that Glencore, which took the largest volume awarded to traders last year, would purchase cargoes on the spot market rather than under contract.

"We need to give the industry (and people within the industry) time to break from the company culture that was in place under Gaddafi, during which period anyone breaking protocol or standing out from the crowd stood to be severely punished," said Zara Rahman, research associate at energy consultancy OpenOil.

"Changing that company culture won't happen immediately; it was in place for over 40 years."

Rahman said the decision to keep the identity of this year's crude oil buyers secret may also be linked to unrest, which at times over recent months has brought parts of the industry to a standstill.

"It's unlikely, what with various strikes and upheavals in the industry as we've seen over the past few months, that anyone in mid or higher level management would stick their neck out," Rahman said.

"I would suggest that this could simply be a return to pre-revolution protocol for want of a new protocol to follow."

The page on the NOC's website providing details on its oil deals remained available.

"In the wake of the great success of the glorious 17th Feb revolution, NOC has adopted the principle of transparency," the state oil firm says on its website.

Below, there is a list of the names of firms that had registered for crude oil tenders and two months' worth of details on shipment prices and volumes.

Why Don't Experts Share The Personal Injury Legal Advice In This ...

Posted by Joyce Loto on Jan 25, 2013 in Education |

Have you filed or are you thinking about filing a personal injury case? What are some of the things that will likely come your way over the course of your case? Although you cannot see into the future, it will nonetheless benefit you to examine things that are typical in personal injury cases so you will know what to expect.

If you are unhappy with your personal injury lawyer, know that you can terminate the contract. This must be done in writing, but it gives you an out and allows you to find someone else to represent you. Just keep in mind that if you choose to do this, you will still owe your attorney funds for the work he has completed prior to being let go.

Personal injury lawyers tend to specialize in a number of different fields. For example, one may solely take on medical malpractice cases, whereas another may be proficient in automotive accidents. Don?t assume that all personal injury lawyers are the same and be sure to make inquiries about any lawyer you have under consideration.

Make sure to have contact information for a backup in case your attorney cannot be reached. This might be another attorney in the office, a paralegal or some other assistant. Having someone to contact in an emergency is important, especially when you are considering a case that could make the difference in your health and financial future.

If you do not get medical attention as soon as you are injured, you may find that you get less in damages at a personal injury trial. You have to be able to ?mitigate losses? by getting yourself repaired as quickly as possible, allowing you to get out of bed and back to work.

At your first meeting with your personal injury lawyer, bring anything that you think is relevant to your case. For example, if the police were involved, bring a copy of their report. If you have spoken with your insurance company, bring any notes that detail what happened with them. All of this information will help your attorney start piecing together your case.

If you are paying your lawyer an hourly rate, remember that any communication is billed. To help keep costs down, gather all information that you want to discuss before visiting or calling the attorney. Remember, every time you call, the attorney must find your file and then talk with you which can result in you spending more money.

Be sure you get yourself an actual personal injury lawyer. Understand that lawyers specialize in many different areas. Not all of them specialize in personal injury. A personal injury lawyer is very knowledgeable on these matters; therefore, you will be more likely to win your case and receive a larger settlement than you thought possible.

As the start of this piece mentioned, the law may be furthest thing from your mind when you suffer a personal injury. You do need to focus on it though, seeing as it will be a major part of your life in the weeks, months, and perhaps years to come. Visit www.clearlawonline.co.uk for more information.

Facebook preventing Twitter's Vine from finding friends

5 hrs.

Twitter's Vine officially launched on Thursday and things have already been fairly rough for the?new video-sharing service. First we noticed that it seems to lack any proper privacy settings or features and now it seems as if Facebook's preventing Vine from finding any friends.

As the Verge's Jeff Blagdon points out, some Twitter users are calling attention to an error message which appears when they attempt to find Facebook friends on Vine. "Vine is not authorized to make this Facebook request," the message explains.

We reached out to both Facebook and Twitter to find out more about this error message. A Twitter spokesperson responded with a polite message pointing us to a post on the official Facebook developers blog. (Yes, yes. This made us chuckle for a moment, too.)

In the blog post, Facebook's Justin Osofsky, director of platform partnerships and operations, clarifies some of the social network's platform policies.?He basically explains that most apps use Facebook's platform to give people an easy way to log into apps, easily share content and so on. But, he writes, there is a small number of apps which are "using Facebook to either replicate [its] functionality or bootstrap their growth in a way that creates little value for people on Facebook."

"[W]e?ve had policies against this that we are further clarifying today," he writes, linking to the social network's platform policies page, which explains why Vine's cut off:

Facebook Platform enables developers to build personalized, social experiences via the Graph API and related APIs. If you use any Facebook APIs to build personalized or social experiences, you must also enable people to easily share their experiences back with people on Facebook. [...]?You may not use Facebook Platform to promote, or to export user data to, a product or service that replicates a core Facebook product or service without our permission.

In other words: No, Vine. You can't make friends by leaning on Facebook.

Of course, this siliness?is just the latest skirmish in a long battle over "friends" between Facebook and Twitter.?Facebook blocked Twitter's access to the social network's in-app friend finder in mid-2010 and Twitter later killed Instagram's ability to find friends easily. (Instagram, as you may remember, is now owned by Facebook.

Guess it's Twitter's turn to do something again.

Want more tech news?or interesting?links? You'll get plenty of both if you keep up with Rosa Golijan, the writer of this post, by following her on?Twitter, subscribing to her?Facebook?posts,?or circling her?on?Google+.

Egyptian mummy's elaborate hairstyle revealed in 3-D

Nearly 2,000 years ago, at a time when Egypt was under the control of the Roman Empire, a young woman with an elaborate hairstyle was laid to rest only yards away from a king's pyramid, researchers report.

She was 5 feet 2 inches in height, around age 20 when she died, and was buried in a decorated coffin whose face is gilded with gold. A nearby pyramid, at a site called Hawara, was built about 2 millennia before her lifetime. The location of her burial is known from archival notes. ?

High-resolution CT scans reveal that, before she was buried, her hair was dressed in an elaborate hairstyle.

"The mummy's hair is readily appreciable, with longer strands at the middle of the scalp drawn back into twists or plaits that were then wound into a tutulus, or chignon at the vertex (crown) of the head," writes a research team in a paper published recently in the journal RSNA RadioGraphics. They note that it was a popular hairstyle at the time, which may have been inspired by a Roman empress, Faustina I, who lived in the second century. [ See Photos of Egyptian Mummy's Reconstruction ]

Today, thanks to research and reconstruction work that includes high-resolution CT scans, anthropological analysis, 3-D printing and facial reconstruction drawing, this woman, along with two other mummies, are being brought back to life. Their three-dimensional faces and hair, carefully reconstructed by professional forensic artist Victoria Lywood, of John Abbott College, are set to be revealed tomorrow (Jan. 25) at the Redpath Museum at McGill University in Montreal, Canada.

In pictures sent to LiveScience the reconstructions appear vividly real in every aspect, from the tone of their muscles to the color and style of their hair. It looks like they could be people living today.

"They are three human Egyptian mummies that have been trapped in the manner they held when laid to rest nearly 2,000 years ago. And now we can reveal what they might have looked like," the team writes in a press release.? All three mummies were donated to the Redpath Museum in the 19th century.

    4. Climate change views swayed by weather

While two scientific papers have recently been published on them, and their reconstructed faces are set to be unveiled, there are still plenty of mysteries for Egyptologists to tackle. For instance, when researchers scanned the woman they found three puncture marks, each about an eighth of an inch (3-4 millimeters) across, on the right side of her abdominal wall, wounds that may have killed her, leading to the question ? how did she get them???

"These wounds were believed to have occurred either before or shortly after death," the researchers write in their RadioGraphics paper, "although these CT findings are far from conclusive, it is possible that the punctures are related to the cause of death."

The 'matron'
Another mummy, dubbed the "white-haired matron," is of a woman who lived long enough to see her hair go gray, likely passing away sometime between the ages of 30 and 50. Radiocarbon dating indicates that she lived late in the time of Roman rule (A.D. 230-380), when Christianity was growing in Egypt and mummification was soon to go out of style. At 5 foot 3 inches, she was relatively tall for her time, and museum records indicate that she was found somewhere in the ancient Egyptian city of Thebes (modern-day Luxor).

She suffered from a problem quite common in ancient Egypt ? bad, and rather painful, teeth. "Thecondition of the teeth of (the mummy) was poor," the team writes in the RadioGraphics paper, noting that she was missing several of them and that a large cavity, between two teeth, was visible along with several abscesses.

Theban male
The third reconstructed mummy lived a few centuries earlier than the other two, at a time when a dynasty of Greek kings ruled Egypt. If he and the matron could talk, they could sympathize with each other?s dental problems. [ Mummy Melodrama: 9 Secrets of Otzi the Iceman ]

The 5-foot-4-inch male mummy had numerous cavities, including one that caused a sinus infection, possibly killing him. His condition was so bad that in his final days he had a form of linen "packing," dipped in medicine, inserted into one of his cavities. According to records he also was found in Thebes, with CT scans showing that he died relatively young, likely in his 20s or early 30s.

Western University researcher Andrew Wade, a leading member of the team, said at a recent Egyptology symposium in Toronto that the development of high-resolution CT scans has played a key role in advancing the study of Egyptian mummies, including these three individuals, unveiling tiny details that help bring their past to life.?

"The high spatial and contrast resolution of the last decade of CT studies of mummies has allowed us to examine the paleo-anatomic minutiae (of mummies)," he said.
